In comments, Charlie Cook responds to my post expressing puzzlement over what it would have meant, or what difference it would have made, if Obama had “focused on the economy” rather than turning to health care:

At the risk engaging with Paul in an economic debate, had the President and Congress not invested so much of their time and attention, not to mention their political capital, on health care and, to a lesser extent, climate change, might they have recognized that the stimulus package was insufficient (I agree with Paul on that), and been in a position to rectify that problem? Once it became clear that job losses were going to be greater than expected and the stimulus package insufficient, would they have been in a better position to fix it?
But voters want motion, action and engagement. They have seen considerably less of that on the economy than health care, and for that, they are paying a political price.

I appreciate Cook’s engagement here. But can we agree that this is pretty thin gruel?

My sense of the politics of policy here is that the window for stimulus closed quite rapidly. By late spring/early summer the economy was stabilizing, and conventional wisdom — which I didn’t share, but when has that ever mattered? — was that this meant the problem was solved. Even if Obama had recognized the need for more stimulus, he probably couldn’t have gotten it through Congress.

And by the time it was clear to everyone that things weren’t on track, too many members of Congress were interpreting this as evidence not that we needed more stimulus, but as evidence that stimulus doesn’t work.

The point is that the time for a big push on the economy was early in the game, and it was the failure to make that big push big enough that was crucial. I don’t see how failing to take on health care would have helped. And you should also bear in mind just how demoralizing it would have been to Democratic activists if Obama had punted on what is, after all, the party’s central plank these days.
重要な点は、景気の大きな後押しがそのゲームの序盤であったために、重要な割には十分な大きな後押しにはならなかったことだ。健康医療への取り組みのためにこの失敗が役立ったとは思えない。　結局、オバマ大統領が民主党の執行部に任せていたなら、民主党の活動家にとって、この事がどれほど気落ちさせることになるか心に留めるべきことだ。

As for public perceptions: I guess I’m unconvinced that the public has any idea how much time the Oval Office gives to things. I do think that Obama would be in better shape if he had done more to align himself with popular rage against Wall Street. More broadly, you might argue that what Obama has lacked is a theme: there hasn’t been much full-throated condemnation of the bad old ways, much vision of things being different. But that’s a question of position, not “focus”. Indeed, health reform could have been made very much a part of that, just as Social Security was for FDR.
国民の見通しに関して言うと。国民は、大統領執務室がどんだけ時間を費やしているのか分からない。ウォールストリートに対する人気を得るためにもっと多くのことを行ったら、オバマ大統領はもっと好調になると思う。大雑把に言うと、オバマ大統領に足りないものはテーマであると主張するかもしれない。古い悪しきやり方への声高の非難や違う見方は多くなかった。


So I’d place blame for Obama’s undoubted troubles on (a) half-measures in the crucial early months (b) unwillingness to articulate a clear break with Reaganism and all that.
