Jobs Not Created
This CBO report on job creation leaves me a bit angry — not at CBO, but at SAOs (senior administration officials). Here’s a chart showing CBO estimates of jobs per buck from various employment-creating policies.
雇用創出のＣＢＯ報告（http://cboblog.cbo.gov/?p=454）にちょっとムカっと来た。ＣＢＯに対してではなく、ＳＡＯｓ（政府高官）に対してだ。以下は、ＣＢＯが見積もった様々な雇用創出政策から１ドルに対する雇用を示すチャートである。
What’s notable is that CBO gives pretty high marks to a job-creation tax credit, which is something a number of people, especially at EPI, have been calling for for a while. I endorsed the idea a couple of months ago, believing that it was one of the few measures Congress might pass that could actually have a noticeable impact on employment at relatively low budget cost.
特筆すべきは、ＣＢＯも高い評価を与えている雇用創出の税額控除である。これは、特に厚生年金では、多くの人が、しばらくの間求めている。数ヶ月前は、この案を認めていた。議会を通過した策のひとつは、比較的少ない予算で、実際に注目すべきインパクトを雇用に与えることができると信じていた。
But the idea was never taken up, and my understanding is that this was due to skepticism on the part of those SAOs. Now maybe they were right — but CBO disagrees. And given where we are now, shouldn’t the White House have tried to do something about jobs?
