What did Geithner say?
ガイトナー財務長官は何と言ったか。
Various news reports that Tim Geithner is privately opposed to the new Obama bank plan — which isn’t that much of a surprise, but he should not be talking about it (if he is). What we do have is this PBS interview, in which he certainly isn’t doing much to back the concept. The correct answer to “In essence are you saying that big banks need to be broken up” is “Yes”; add some qualifiers if necessary — “we’re not talking about a sudden disruption, but about new rules of the game, but the eventual goal is smaller banks that aren’t engaged in inappropriate activities” or something like that.
様々なニュースで、ガイトナー財務長官が、個人的にオバマ大統領の銀行計画に反対していると報じられている。これは驚きじゃないけど、本当なら彼はそれを口に出すべきではない。

As it was, Geithner might as well have had a chyron underneath as he spoke, with the words DON’T WORRY, WE’RE NOT GOING TO TAKE ANY REAL ACTION.
実のところ、ガイトナーは、「心配しなくて良いよ、何も行動なんか取らないんだから。」という言葉を彼が話したように腹の底で思っていれば良かったのかもしれない。

I don’t know what’s really going on here, but Obama needs to find some officials who can talk about taking on Wall Street as if they mean it.

Quite aside from everything else going on, the economic recovery isn’t looking very good. Unemployment claims are stalled at a level that bodes ill for the overall employment picture (don’t count on falling unemployment until that number falls well below 400,000). And the 10-year bond rate, which is my personal index of the market’s expectations about recovery, has been falling off again after rising for several weeks.
No reason to panic — but it does look as if this recovery is going to be jobless for quite a while.

As I’ve written repeatedly, I don’t think that too-big-to-fail is at the heart of our financial problems. Nor do I think a sharp separation between narrow banking depository institutions and other financial players is a silver bullet: unless the shadow banking system is really reined in, financial institutions will create things that look like deposits, act like deposits, but don’t have an FDIC guarantee; yet in crisis, there will be strong incentives to bail them out anyway.

Still, you have to admit that the growth of the shadow system was fueled, in part, by FDIC-backed players providing credit lines and so on to their shadow-banking arms, and that the sheer size of some players has posed real difficulties for resolving crisis. So in the context of a broader financial reform, this stuff could help.

Watching some liberal members of the House explain why they won’t do what’s necessary, and pass the Senate bill, I was wondering what they imagine will happen. Then the answer came to me: it’s the Underpants Gnomes business plan. In its original form this was:

I am not happy about plans to create an independent deficit-reduction commission. I’ll have more to say later on, but right now let me just remind you about what happened with the last serious effort to do this kind of independent-commission stuff, the Greenspan commission on Social Security. It was a game of three-card monte:

This CBO report on job creation leaves me a bit angry — not at CBO, but at SAOs (senior administration officials). Here’s a chart showing CBO estimates of jobs per buck from various employment-creating policies.

What’s notable is that CBO gives pretty high marks to a job-creation tax credit, which is something a number of people, especially at EPI, have been calling for for a while. I endorsed the idea a couple of months ago, believing that it was one of the few measures Congress might pass that could actually have a noticeable impact on employment at relatively low budget cost.

I don’t always agree with Naomi Klein, and I don’t always disagree with David Frum, but Klein wins this one hands down: Frum worries that financial regulation might crush “the creativity of the system,” Klein counters that “we could all do with them being a little less creative.”

This is usually framed, less colorfully, in terms of “financial innovation”, but the point needs to be repeated again and again: at this point, there is no reason to take it on faith that cleverness in the financial industry is a net social good. Unless you can provide some clear evidence of productive innovations since regulation began to unravel — and ATMs don’t count — the balance of the evidence suggests that smart people have been devising ingenious ways to concentrate risk and direct capital to the wrong uses.

Calculated Risk beat me to this: the economists at Goldman Sachs are now predicting 5.8 percent growth in the fourth quarter. But they also say that the headline number will be highly misleading: two-thirds of the growth will be an inventory bounce, with final demand growing only 2 percent. In short, it will be a blip.

CR does miss one small trick, however: he asks when we last saw growth that high combined with rising unemployment, and says 1981. That’s true. However, the last time we saw an initial report of 5.8 percent growth combined with rising unemployment is much more recent: the first quarter of 2002. The quarter’s growth was later revised down, but at the time there was much unwarranted celebration (unemployment didn’t peak until summer 2003).

In comments, Charlie Cook responds to my post expressing puzzlement over what it would have meant, or what difference it would have made, if Obama had “focused on the economy” rather than turning to health care:

At the risk engaging with Paul in an economic debate, had the President and Congress not invested so much of their time and attention, not to mention their political capital, on health care and, to a lesser extent, climate change, might they have recognized that the stimulus package was insufficient (I agree with Paul on that), and been in a position to rectify that problem? Once it became clear that job losses were going to be greater than expected and the stimulus package insufficient, would they have been in a better position to fix it?
But voters want motion, action and engagement. They have seen considerably less of that on the economy than health care, and for that, they are paying a political price.

I appreciate Cook’s engagement here. But can we agree that this is pretty thin gruel?

My sense of the politics of policy here is that the window for stimulus closed quite rapidly. By late spring/early summer the economy was stabilizing, and conventional wisdom — which I didn’t share, but when has that ever mattered? — was that this meant the problem was solved. Even if Obama had recognized the need for more stimulus, he probably couldn’t have gotten it through Congress.

The point is that the time for a big push on the economy was early in the game, and it was the failure to make that big push big enough that was crucial. And you should also bear in mind just how demoralizing it would have been to Democratic activists if Obama had punted on what is, after all, the party’s central plank these days.

As for public perceptions: I guess I’m unconvinced that the public has any idea how much time the Oval Office gives to things. I do think that Obama would be in better shape if he had done more to align himself with popular rage against Wall Street. More broadly, you might argue that what Obama has lacked is a theme: there hasn’t been much full-throated condemnation of the bad old ways, much vision of things being different. But that’s a question of position, not “focus”. Indeed, health reform could have been made very much a part of that, just as Social Security was for FDR.
国民の見通しに関して言うと。国民は、大統領執務室がどんだけ時間を費やしているのか分からない。ウォールストリートに対する人気を得るためにもっと多くのことを行ったら、オバマ大統領はもっと好調になると思う。大雑把に言うと、オバマ大統領に足りないものはテーマであると主張するかもしれない。古い悪しきやり方への声高の非難や違う見方は多くなかった。


So I’d place blame for Obama’s undoubted troubles on (a) half-measures in the crucial early months (b) unwillingness to articulate a clear break with Reaganism and all that.
