The public in 2009 would have been happy to see a simple bill that mandated insurance companies offer coverage without respect to previous medical conditions. The administration could have had that—and the victory of it—last winter.

Instead, they were greedy for glory.

Chait explains why this is nonsense. But let me explain at fuller length, because this is one of the great misunderstood keys to the whole health care debate.

Start with the proposition that we don’t want our fellow citizens denied coverage because of preexisting conditions — which is a very popular position, so much so that even conservatives generally share it, or at least pretend to.

Well, the answer, backed up by lots of real-world experience, is that this leads to an adverse-selection death spiral: healthy people choose to go uninsured until they get sick, leading to a poor risk pool, leading to high premiums, leading even more healthy people dropping out.
実社会での経験に裏付けされている回答では、この種の任意保険では、逆淘汰のデススパイラルを招く。つまり、健康な人は、病気を患うまでは非保険を選ぶので、貧しい人はもっと貧しくなるし、金持ちはもっと金持ちになる、より健康な人を排除さえしてしまう。

So you have to back community rating up with an individual mandate: people must be required to purchase insurance even if they don’t currently think they need it.

But what if they can’t afford insurance? Well, you have to have subsidies that cover part of premiums for lower-income Americans.

In short, you end up with the health care bill that’s about to get enacted. There’s hardly anything arbitrary about the structure: once the decision was made to rely on private insurers rather than a single-payer system — and look, single-payer wasn’t going to happen — it had to be more or less what we’re getting. It wasn’t about ideology, or greediness, it was about making the thing work.

Disappointing job number this morning. Still, a month is just a month, right? Well, not quite.
今朝の雇用数値にはがっかりしたよ。ただ、1ヶ月は単なる1ヶ月のデータなんじゃないの?。そうじゃないよ。


Here’s the way I think about the economic news: each piece of data tells us something about which model of recovery is right. More specifically, each disappointing piece of data strengthens the case of the pessimists.
私は経済ニュースを以下のように考えている。
細かな数値は、経済の回復モデルが正しいかどうか判断をするものである。もっと具体的に言うと、悲観的なデータにより悲観主義者の唱えるケースが強まったと言うことだ。

 From the beginning, there have been two schools of thought about the likely path of recovery. One school — strongly represented among Wall Street economists — said that the 2008-2009 recession should be compared with other deep US recessions: 1957 (the “Edsel” recession), 1974-5, 1981-2. These recessions were followed by rapid, V-shaped recoveries.
最初から、景気回復が起こりえる道筋には2つの考え方があった。1つは、ウォールストリートのエコノミスト達が強く思い描いているような、2008-2009の景気後退も、過去のアメリカの深刻なリセッションと同じように考えるべきだというもの。つまり、1957年(物が売れなかった時代)、1974-5年、1981-2年。これらの景気後退は、急激なV字回復をした。

The other school of thought said that this was a postmodern recession, very different in character from those prior deep recessions, and that it was likely to be followed by a prolonged “jobless recovery”. Added to that were worries based on the historical aftermath of financial crises, which tends to be prolonged and ugly.

The debate a year ago over the size of stimulus was in part an implicit debate between these two views; those who argued that the stimulus was much too small did so because they had a pessimistic view about the likely pace of recovery.

Sad to say, each successive bad jobs report adds to the evidence that the pessimists were right.

Macroeconomic effects of Chinese mercantilism

For something I’m working on: we know that China is pursuing a mercantilist policy: keeping the renminbi weak through a combination of capital controls and intervention, leading to trade surpluses and capital exports in a country that might well be a natural capital importer. We also know, or should know, that this amounts to a beggar-thy-neighbor policy — or, more accurately, a beggar-everyone but yourself policy — when the world’s major economies are in a liquidity trap.

But how big is the impact? Here’s a quick back-of-the-envelope assessment.

Start with the Chinese surplus. It has been temporarily depressed by the world trade collapse, but seems to be on the rise again. Blanchard and Milesi-Ferretti, at the IMF but speaking for themselves, project a Chinese current account surplus for 2010-2014 of 0.9 percent of gross world product.

You can think of this as a negative shock to rest-of-world net exports. (Technically, that’s not quite correct — because the shock depresses res-of-world GDP and hence rest-of-world imports from China, the realized trade surplus is smaller than the shock. But that’s a small correction.)

In turn, this negative shock is like a negative shock to government purchases of goods and services. So it should have a similar multiplier. Multiplier estimates are all over the place, but tend to cluster around 1.5. So we’re looking at a negative impact on gross world product of around 1.4 percent. Not huge — China isn’t the principal obstacle to recovery — but significant.

And, if we think of the United States as bearing a proportionate share, and also use the rule of thumb that one point of GDP = 1 million jobs, we’re looking at 1.4 million U.S. jobs lost due to Chinese mercantilism.

Ryan Avent takes on Ted Gayer so I don’t have to. Mr. Gayer tries to dismiss some of what I’ve said about the cost of climate-change policy by mocking a McKinsey study showing that a substantial amount of conservation would actually save money, that is, have a negative cost.
ライアン・アベント(経済記者)は、私がする必要がないほどテッド・ゲイアー(准教授)について怒りをあらわにしている。ゲイアー教授は、私が主張している温暖化対策のコストに関する意見をマッキンゼーの研修を嘲笑うことで退けようとしている。

But Ryan is actually too kind. Gayer doesn’t just have a logical problem; he appears to be unaware that there is a large economics literature on the subject of the energy-efficiency gap: the apparent failure of consumers and firms to take energy-saving measures that would actually save them money. The point is that it’s not just McKinsey that finds this result: lots of people do.

Felix Salmon has an interesting discussion about whether 3G wireless is technologically ill-suited to big cities. I’ll defer to the experts, if I can figure out who they are.

But I do think there’s a problem with Salmon’s counterexample: Tokyo, where 3G works fine. I haven’t been able to find hard data on this, at least with a cursory search, but my impression was that while Tokyo metro is both bigger and denser than NY metro, central Tokyo is not as dense as Manhattan — that thanks to earthquake risks and official policies, Tokyo is a lower-rise city than you might have thought.
しかし、サーモンの反証には、引っかかる部分がある。
つまり、東京では、3Gワイアレスが素晴らしい。
少なくともざっと調べる限りでは、このことに関する、確かなデータを見つけることができていないが、東京がNYより大きく、密度が高いため一方で、地震リスクや政策のせいで、東京は、読者が思っているより、ぱっとしない都市になっている印象を受けている。

A number of people — though not, strange to say, any leading figures in the Democratic party — have pointed out that the TSA doesn’t have an administrator at the moment, because Sen. Jim DeMint is holding up Obama’s nominee. Why? Because DeMint is worried that TSA employees might unionize.

Just weeks after the attack, preventing any expansion of government was more important to them than protecting passengers.

You see, ever since the third edition of the world’s leading textbook in international economics, we’ve had a box on bananas titled “Do trade preferences have appeal?” The original box ended by saying,
At the time of writing, effort to negotiate a resolution to Europe's banana split had proved fruiteless.

I don’t exactly disagree with what Tim Duy, Calculated Risk, and Dean Baker are saying about the decision to explicitly back Fannie and Freddie. But I think it adds to our understanding if you think of Fannie and Freddie as being, in effect, in the same business as the Fed these days.
Tim Duy's Fed Watch(有名なブログ)、Calculated Risk、ディエン・ベーカーが言うようなファニィーやフレディを明示的に支援する主張には、はっきりとは同意できない。ただ、ファニーやフレディが、最近のFedのような役割において有効に機能すると考えるのであれば、我々の理解を深める助けになるだろう。

That is, if you think about what the Fed is doing when it engages in “quantitative easing” — expanding its balance sheet by buying unconventional assets — you realize that it’s part of a broader provision of credit to the private sector by governmental or quasi-governmental agencies, which are ultimately financed or at least backstopped by public debt.
それは、Fedが”量的緩和”に従事する際にするべきこと、とんでもない資産を買って負債を拡大させること(皮肉) を考えると、政府や準政府機関(最終的に資金供与する、少なくとも公共負債によって助ける機関)による民間部門へのある種の広い範囲で信用供与になる。と理解して頂けるだろう。


Why do this? Part of what depressed the economy during the financial crisis was a widening spread between government debt and private borrowing costs — not just in things like the TED spread, but also in mortgage rates:

This spread was narrowed thanks to a combination of Fed actions and the expansion of Fannie-Freddie lending.

And the administration very much wants to keep this kind of intervention going. You can argue that some other policy — inflation targeting by the Fed, expanded fiscal stimulus, whatever — would be better. But none of these things seem politically possible. Keeping Fannie and Freddie fully engaged in the mortgage-support business is one of the few tools available to prop up a still very weak economy. And so they’re doing it.

Dean Baker is right: it’s bizarre to report that Chinese officials are (a) worried about inflation and (b) determined not to let their currency appreciate without noting that these are contradictory policies.
このリンク先でのディーン・ベイカーの主張は、正しいよ。中国高官はインフレに怯えて、これらは矛盾した政策以外何物でもないのに人民元切り上げを実施しようとしない。


Consider the real exchange rate, defined as RX = EP*/P, where E is the exchange rate measured as the domestic currency price of foreign currency (so an appreciation of the renminbi is a fall in E), P* is the foreign price level, and P the domestic price level. Basic international macro says that there is a “natural” level of the real exchange rate, determined by trade competitiveness and international capital flows. And the economy “wants” to get to that real exchange rate.

If you have a floating exchange rate, you get there via a rise or fall in E. But if you have a pegged rate, there’s pressure on prices instead. By deliberately keeping E higher than it would be under floating, China is creating pressures for P to rise; the inflationary pressures are directly related to the exchange rate policy.
変動為替相場を採用しているのであれば、E(国内通貨の海外通貨での価値)の上下によって価格が形成される。しかし、固定為替相場であるなら、故意にEを高くすることによって価格に圧力を与えることになる。中国では、P(国内の物価水準)が上がるのを抑えるために価格形成をしている。 つまり、インフレ圧力は、直接為替政策に関係している。


This isn’t a new story. The proximate cause of the breakup of Bretton Woods [actually not quite: it was the Smithsonian Agreement, the short-lived successor to Bretton Woods, that broke up and ushered in floating rates] was the fact that Germany, whose currency was pegged to the dollar, found itself facing inflationary pressures; the Germans solved that problem by letting the Deutsche mark float, and the rest is history.

“Economy poised for surge as most accurate economist see U.S.” reads the Bloomberg headline. So it’s a major disappointment to read what Bloomberg considers a “surge”: 3.5 percent growth in 2010.
ブルームバーグヘッドラインを読むと、ほとんどの緻密なエコノミスト達がアメリカを見て、経済が急回復する構えを見せていると。ブルームバーグが急回復と見なしているものは、2010年の3.5%の成長率なので、ほんとガッカリするよ。

Um, that’s really subpar for recoveries, let alone recoveries from deep slumps:
それじゃ、本当に景気回復と呼べる代物じゃないよ、長いスランプからちょっと回復しただけだよ。













Or put it this way: during the Clinton years — a 8-year stretch — the average rate of growth was 3.7 percent. Growth at the pace Dean Maki predicts should be enough to bring unemployment down — but not by much. And his prediction is “among the highest” among 58 economists.

もしくは、以下のようにも言うことができる。
クリントン時代の8期では、平均成長率は3.7%であった。 ディエン・マッキ(バークレーズ銀行)の予測する3.5%の成長率で、十分ではないが、失業を抑えることができると。ただ、彼の予測は58人のエコノミストの中だけの話。

I hope he’s right, although my money is still on the more downbeat views of the Goldman guys. Still, it’s amazing how we’ve defined economic success down.
